Summary	0001981: ASTAP plate solver, change in options
Description	The plate solver in ASTAP has been heavily modified in version 0.9.106. The command line magnitude range has been removed and a new down sampling/binning option has been added. The solver performance should be better. For CCDCIEL, one ASTAP command line option can be removed and one be modified for the the "down sampling".
