HR numbers only have 4 digits, highest number is 9110.
Maybe you make a confusion with HD numbers that have 6 digits.

Since some stars such as HD178849 have no HR number, would it be possible to have a cln file that reads both HR number and HD numbers or coordinates?

Normally a constellation figure refer only to naked eye stars and all have a HR number.

Can you give more information about what you try to do, so we can find the best way to implement the feature.

cln file included show my constellation, which involves drawing lines between stars, some of which are not in the HR catalog.

In the included cln, the star HD173815 and other non-HR catalog stars would help complete variations of an ancient constellation of a Sinai ox head in the stars of Lyra, etc.
For the most part the HD number would be preferred because I think ancient astronomers included dimmer stars in their naked-eye constellations.

Can a cln file include both HR numbers and coordinates, perhaps by punctuation until a HD solution?

The text file uploaded had to be converted to text. Should cln files be allowed to be uploaded?

Interesting, I understand the problem.
Mixing HR and coordinates is not a full solution because in this case the coordinates will not reflect the star proper motion.

The best solution is to add a third format where you can specify the catalog name along with the number.
Something like:
LYR HR7033 HD173815

You can also zip the files you want to upload. This measure is unfortunately necessary for the web server protection and I cannot add every type to the allowed list.
