0000955: Skychart refuses to write files such as location updates; refuses to access some catalogs

Description

If one tries to update location and save it, sky chart won't allow the saving. When installing catalogs the same thing happens. It appears to be some sort of permission problem.

Steps To Reproduce

setup>observatory> observatory database, choose a new location, try to save the location to the database.
